Texas Incentives for Physician and Professional Services (TIPPS) Program Enrollment
The Texas Health and Human Services Commission (HHSC) announces enrollment for the Texas Incentives for Physician and Professional Services (TIPPS) program for the eligibility period from September 1, 2021 to August 31, 2022. The application is comprised of the following sections: (1) Physician Group Information; (2) Quality Questions; (3) Certification and should take approximately 10 minutes to complete. The application must be submitted by 5:00 PM on April 5, 2021. No extensions beyond the due date are available and any application submitted after the due date will not be accepted.
What is TIPPS?
TIPPS is a value-based physician-directed payment program (DPP) to transition from Network Access Improvement Program (NAIP) and Delivery System Reform Incentive Payment (DSRIP) for physician groups. TIPPS payments will incentivize physicians and certain medical professionals to improve quality, access, and innovation in providing medical services to persons with Medicaid. TIPPS payments will be included in MCO capitation rates and distributed through three components to eligible physician groups based on each physician group’s meeting program requirements.
TIPPS Modeling
To assist potential applicants, HHSC has provided the TIPPS modeling for illustrative purposes only. The modeling includes a tentative list of eligible providers based on previous data. Actual program values are subject to change based on the actual enrollment, data changes, and approval issued by the Centers for Medicare and Medicaid Services (CMS). The TIPPS modeling is available here. HHSC has posted the updated TIPPS requirements here and measure specifications here. These documents include additional information for quality measurement and are subject to CMS approval.
Comprehensive Hospital Increase Reimbursement Program (CHIRP) Enrollment
The Texas Health and Human Services Commission (HHSC) announces enrollment for the Comprehensive Hospital Increase Reimbursement Program (CHIRP). The application should take about 10-15 minutes to complete and is for the eligibility period from September 1, 2021 to August 31, 2022.

Actual program values are subject to change based on the actual enrollment, data changes, and approval issued by the Centers for Medicare and Medicaid Services (CMS). CHIRP Overview
CHIRP is a statewide program that provides for increased Medicaid payments to hospitals for inpatient and outpatient services provided to persons with Medicaid. CHIRP replaces the Uniform Hospital Rate Increase Program with the following changes: a new hospital class structure, a new application process, and a new payment structure. CHIRP also incorporates new criteria to evaluate the program.
CHIRP, as designed allows eligible hospitals to receive a percent increase paid on claims submitted to a Medicaid MCO. CHIRP’s purpose is to advance goals and objectives in the state’s Medicaid quality strategy by incentivizing hospitals to improve quality and ensure access for persons with Medicaid.
