The program serves as a financial transition for providers historically participating in the Delivery System Reform Incentive Payment program. HARP will provide additional funding to hospitals to help offset the cost hospitals incur by providing Medicaid services. HARP is authorized by Title 1, Texas Administrative Code Section 355.8070.
