HARP for Federal Fiscal Year 2024 Application Will Close December 5, 2023

The Hospital Augmented Reimbursement Program (HARP) for Federal Fiscal Year (FFY) 2024 2024 application opened on November 10, 2023, and will close on December 5, 2023. Eligible hospitals are encouraged to apply. The application process should take about 15 minutes to complete. To be eligible to participate in HARP, you must be:

  • Classified as one of the following:
    • Non-state government-owned hospital; or,
    • Privately owned and operated hospital.
  • Enrolled in Medicare; and,
  • Participating in Texas Medicaid fee-for-service (FFS).

HARP is a statewide supplemental program providing Medicaid payments to hospitals that serve Texas Medicaid FFS patients for inpatient and outpatient services. HARP was approved through the Medicaid state plan amendment process by the Centers for Medicare and Medicaid Services to be effective as of October 1, 2021. The program serves as a financial transition for providers historically participating in the Delivery System Reform Incentive Payment program. HARP will provide additional funding to hospitals to help offset the cost hospitals incur by providing Medicaid services. HARP is authorized by Title 1, Texas Administrative Code Section 355.8070.

HARP modeling and summary visualizations were updated based on the adopted rule and provided only for example purposes. The final program values are subject to change based on actual enrollment and data changes.
