DSH and UC Application Request Form Now Available

Texas Health and Human Services Commission (HHSC) is currently accepting application requests for Federal Fiscal Year (FFY) 2024 Disproportionate Share Hospitals (DSH) and Demonstration Year (DY) 13 Uncompensated Care (UC) Program Payments.

DSH program eligibility, qualification, conditions of participation, and payment allocation methodology can be found in 1 Texas Administrative Code (TAC) Part 15, Sec. 355.8065, and the criteria for calculating the Hospital Specific Limit (HSL) used in the DSH program is in 1 TAC Part 15, Sec. 355.8066.

Providers can find eligibility and payment allocation methodology for the DY 13 UC program in 1 TAC Part 15, Sec. 355.8212 for hospitals and 1 TAC Part 15, 355.8214 for physician groups. Effective in FFY 2020/DY 9, UC began reimbursing for uncompensated uninsured charity care costs instead of Medicaid and uninsured costs.

An application fee will be required with the submission of the UC application for all non-public providers. The application fee will be determined annually based on an estimate of the costs necessary to administer the program. Please refer to 1 TAC §355.8200 for more information regarding the UC application fee.

HHSC will collect the data for FFY 2024 DSH and DY 13 UC in one DSH/UC Application. The data for the FFY 2024/DY 13 program year is from FFY 2022.

The DSH/UC Application Request Form must be submitted by September 29, 2023 to indicate a provider’s interest in participating in the DSH and UC programs for FFY 2024/DY13.

The 2024 DSH/UC Application is now available to request online. It is important for each hospital to request their facility’s DSH/UC application via the online link below from HHSC prior to September 29th.  If you do not submit a DSH/UC application request, you will not receive the DSH/UC tool from HHSC and therefore would be unable to participate in the program.

Please complete the following steps:

  1. Request your facility’s DSH/UC application via the online link below from HHSC.
  2. As you fill out the application request, please enter Discovery’s information as the Primary Application Contact so we can track and coordinate all data needs.
  3. After completing the form, please keep a print screen to confirm the application request was successfully sent to HHSC and email a copy of this to dshuc@dhcg.com.

As we get closer to the Sep 29th due date, we will be contacting your facility to confirm that you have submitted the application request and later that you have received the application itself.
