CMS Approves CHIRP, QIPP, TIPPS, DPP BHS, and RAPPS for FY 2024
On July 31, 2023, the Texas Health and Human Services Commission (HHSC) received approval from the Centers for Medicare & Medicaid Services (CMS) to continue the state directed payment programs for State Fiscal Year (SFY) 2024. For SFY 2024, the five programs constitute approximately $8.5 billion in Medicaid payments for hospitals, nursing facilities, physician groups, behavioral health, and primary care. The programs are:
- Comprehensive Hospital Increase Reimbursement Program (CHIRP)
- Quality Incentive Payment Program (QIPP)
- Texas Incentives for Physicians and Professional Services (TIPPS)
- Directed Payment Program for Behavioral Health Services (DPP BHS)
- Rural Access to Primary and Preventive Services Program (RAPPS)
The CMS approval letters are posted on the HHSC website.
Premium payments to Medicaid managed care organizations for September 2023 will be loaded timely for the program start date of September 1, 2023. CMS and HHSC worked together in good faith to ensure the programs could be approved in advance of the program year. Copies of the final pre-prints are on the HHSC web site.
