The Texas Health and Human Services Commission (HHSC) announces enrollment for the HARP for Federal Fiscal Year 2023 (FFY 2023) will begin Monday, November 7, 2022, and close Thursday, December 1, 2022. To be eligible to participate in HARP you must:
- be a non-state government-owned and operated hospital,
- be enrolled in Medicare, and
- participate in Texas Medicaid fee-for-service.
HARP is a statewide supplemental program providing Medicaid payments to hospitals that serve Texas Medicaid fee-for-service (FFS) patients for inpatient and outpatient services. HARP was approved through the Medicaid State Plan amendment process by the Centers for Medicare and Medicaid Services (CMS) to be effective as of October 1, 2021. The program serves as a financial transition for providers historically participating in the Delivery System Reform Incentive Payment program.
HARP will provide additional funding to hospitals to help offset the cost hospitals incur by providing Medicaid services. HARP is authorized by Title 1, Texas Administrative Code Section 355.8070. However, please note that eligible participants in the program for FFY 2023 include only non-state government-owned and operated hospitals.
