The HHSC has announced that the enrollment period for the Hospital Augmented Reimbursement Program (HARP) is now open and will close on Oct 1, 2021 at 5pm. HARP is a supplemental payment program for hospitals that serve Texas Medicaid fee-for-service (FFS) patients. Please see the notice below from HHSC.

Eligibility per the application states the hospital must meet all of the following requirements:

  • Be a non-state government-owned and operated hospital or a private hospital
  • Be enrolled in Medicare
  • Participate in Texas Medicaid fee-for-service

The Texas Health and Human Services Commission (HHSC) announces enrollment for the Hospital Augmented Reimbursement Program (HARP).The application opens September 17, 2021 and will close October 1, 2021. Non-state government-owned and -operated hospitals and private hospitals are encouraged to apply. The process should take about 15 minutes to complete.

HARP is a statewide supplemental program providing Medicaid payments to hospitals for inpatient and outpatient services which serve Texas Medicaid fee-for-service (FFS) patients. The program serves as a financial transition for providers historically participating in the Delivery System Reform Incentive Payment program. HARP will provide additional funding to hospitals to assist in offsetting the cost hospitals incur while providing Medicaid services. Subject to Centers for Medicare and Medicaid Services (CMS) approval, eligible participants in Federal Fiscal Year 2022 include non-state government-owned and -operated hospitals and private hospitals. State Plan Amendments (SPAs) were submitted to CMS on September 14, 2021.

HHSC has adopted new §355.8070 concerning HARP for the program period on or after September 1, 2021. The new rules will be published in the September 24, 2021 issue of the Texas Register and will become effective on September 29, 2021.

HHSC has also updated the Provider Finance website to include a HARP page. Information includes a program overview, revised HARP modeling, revised summary visualizations, and the enrollment link. The HARP modeling and summary visualizations were updated based on the adopted rule and are provided for example purposes only. The final program values are subject to change based on actual enrollment, data changes, and approval issued by CMS.
